This position is located in the Office of the Director and reports to an Assistant Director. The purpose of this position is to provide objectively based information for making decisions on the administrative aspects of organizational operations and management. The incumbent performs a variety of analytical, planning, training, evaluative, program coordination, and advisory work. Duties

Major duties include: Evaluates, processes, and makes recommendations regarding RO functions to ensure effective organizational practices that support Director's performance objectives. Interprets and educates Division Leadership on all aspects of Directors Performance Plan (DPP) and / or other organizational requirements. Analyzes and prepares status reports for review at all levels to include Statistical Analysis of Operations. Develops and prepares trend reports, operations manuals, circulars and other documents related to internal VBA management plans and programs. Prepares memorandums, reports, briefings, and other communication to senior management on administrative activities, including achievements and recommendations for action. Receives and reviews all incoming mail and sets controls as needed on action items including maintaining diaries on all one-time and recurring reports. Reads, sorts and promptly distributes/routes as appropriate, electronic mail received through the Director's corporate mailbox and the RO's external facing corporate mailbox. Participates in discussions, meetings, conferences, and conference calls with senior level officials. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11 target GS-12. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/27/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-11 / GS-12 (or higher) and the promotion potential of your current position must be at least GS-12. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Evaluating programs and their functions; (2) Recommending improvements in procedures, work methods, and or organizations; and (3) Implementing changes to programs/business lines. OR Education Substitution: Applicants may substitute education for the experience required to qualify at the GS-11 grade level. Note: coursework must have equipped you with the knowledge, skills, and abilities described in the "How You Will Be Evaluated" section of the announcement. Ph.D or equivalent doctoral degree; or Three full years of progressively higher-level graduate education leading to such a degree; or LL.M, if related to the duties of this position. OR Combination of Education and Experience: Applicants may combine education and experience to qualify at the GS-11 level. For example, if you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. To calculate, first identify the percentage of required education you have earned (when substituting you can use graduate level education you have earned beyond the second year). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11 level. GS-12 Grade Level: Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Interpreting, applying and explaining laws, rules, regulations, procedures and policies; (2) Experience in applying analytical, evaluate methods and techniques to measure the effectiveness of a program; (3) Experience creating and interpreting databases, develop effective tracking and filing systems to assure action items are complete; and (4) Tracking and reporting the progress of projects/changes. There is no educational substitute at the GS-12 grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: This work is primarily sedentary although some slight physical effort may be required.
