This position is in Region 10, Mission Support Division, Human Resources Branch. About Region 10: https://www.epa.gov/aboutepa/epa-region-10-pacific-northwest This is an office-centered position*--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).*EPA offers work-from-home and work schedule flexibilities as described in the Benefits section.

Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-11 level, you must have one of the following: 1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as advising management on human resources policies and procedures in at least one of the following areas: staffing/recruitment, classification, employee development, labor relations, and employee relations; preparing reports on human resources data; recommend efficiencies of the HR services provided to customers. Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position equivalent combination of education and experience To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as advising management on human resources policies and procedures in at least two of the following areas: staffing/recruitment, classification, employee development, labor relations, and employee relations; analyzing and preparing reports on human resources data; recommend and lead efficiencies of the HR services provided to customers. Your answers to the online assessment will be used to evaluate your competencies in the following areas:  Knowledge of HR workforce planning, staffing and recruitment strategies. Ability to research, interpret and advise on laws, regulations and policies related to human resources issues. Ability to apply a wide range of HR Advisory services to hiring managers in preparation of hiring packages and personnel actions. Ability to prepare reports and analyses on HR matters. Ability to provide policy guidance on issues such as time, leave and attendance, and telework. Knowledge of HRIT systems and tools. Ability to establish relationships between various stakeholders. Ability to act as a consultant to management on human resources issues. Ability to provide leadership and training to HR staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
