Duties
Serving as a Supervisory Training Specialist GS-1712-14 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the eLearning and Training Analytics Division (ETA) under the Training Management Operations Directorate in Glynco, GA.
The primary purpose of this position is to serve as a Supervisory Training Specialist and is responsible for managing and directing the program and administrative operations of the branch.
Typical duties include:
Exercising the full range of supervisory and personnel management authorities and responsibilities in directing work of the branch.
Promoting and assuring compliance with EEO program policies and directives and related affirmative action plans.
Managing multiple projects related to training innovation including, but not limited to cloud-based educational technologies, streaming technologies, and other technical advancements to enhance FLETC's training mission.
Providing authoritative staff level technical guidance and assistance to FLETC officials on a variety of educational applications, adult training, and other training issues and activities.
Coordinating and developing procedures relating to financial management, acquisition logistics, engineering and contracts implementation, distribution, and logistical support for the hardware, software, supplies, and services required.
Reviewing input from training divisions pursuing technology initiatives for appropriateness of their requests, availability of resources, and compatibility with on-going initiatives.
Analyzing training requirements, formulating integration goals and strategies; coordination of identification of Instructional objectives; lead determining instructional methods and strategies; and constructing and administering evaluation instruments to measure the degree of trainee Learning and determine the effectiveness of related instruction.
Serving as the liaison officer with officials and personnel from the FLETC, the DHS and its agencies, other federal agencies, state, local, and tribal governments, contractors and vendors, colleges and universities, professional and educational associations.
Requirements

- Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.
- This is a non-bargaining unit position.
- Must possess and maintain a valid state issued driver's license to conduct official government business.
- You will need to set up direct deposit so we can pay you.
- This position is designated as Emergency Essential. You will be required to sustain FLETC operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
- You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
- New supervisors/managers must successfully complete a 1-year probationary period.
- This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Secret security clearance.
- This position is eligible for situational-only telework based on agency policy.
- Occasional travel may be required.
- Overtime may be required.
- Weekends and federal holidays may be required.

Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: 1) Utilizing instructional technology and adult education theories and practices to direct the design, revision, and implementation of training technologies and systems; 2) Analyzing data to identify and recommend solutions for training and employee development problems; 3) Adapting training technologies and methodologies to provide the foundations for developing, evaluating, and administering law enforcement training; 4) Performing the full range of supervisory duties (i.e. establishing priorities, evaluating performance, recommending personnel actions, etc.).
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
