About the Position: The incumbent will serve as the G-54 Integrated Joint Special Technical Operations Division Chief under the direction of the USASMDC DCS, G-5 Plans, Strategy & Policy Director at PSFB, CO. The incumbent will serve as the principal action officer for planning and development of IJSTO Special Access Program (SAP) and Alternative Compensatory Control Measure (ACCM) requirements, organizational structure, missions and functions, and operational conduct to support operations.
Duties
Providing deliberate, contingency, and crisis action planning in support of Integrated Joint Special Technical Operations (IJSTO) efforts.
Advise on and implement policy, doctrine, and procedures pertaining to maintaining an IJSTO environment.
Understand the IJSTO Review and Approval Process (RAP).
Prepare Evaluation Response Messages (EResMs) to Army or Joint Evaluation Request Messages (EReqMs).
Understand space control and missile defense mission areas.
Demonstrate effective conduct and provision of space control technical analytical support for plans, operations, exercises, and capability development.
Develop and utilize appropriate data collection techniques.
Organize and supervise employees.
Manage contract support personnel as a contracting officer representative (COR).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- In accordance with AR 690-11, this position has been designated as “Key” and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.

Specialized Experience: One year of specialized experience which includes work that includes: 1) Working in and/or understanding of the Integrated Joint Special Technical Operations (IJSTO) Special Access Program (SAP) and Alternative Compensatory Control Measure (ACCM) operational and security environment; 2) Providing deliberate and crisis action planning in support of Integrated Joint Special Technical Operations efforts; 3) Working knowledge of space and missile defense mission areas; and 4) Providing technical space and missile defense solutions that meet the practical requirements of operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-02/GS-11).
This position is covered under an alternative personnel system known as the DoD Acquisition Workforce Demonstration Project. The Demonstration Project replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position incorporates former GS-12 step 1 through GS-13 step 10 grade levels and salary levels. Pay increases within the pay band will be accomplished through the Contribution-Based Compensation and Appraisal System.
