The incumbent serves as the shared (50/50) Management and Program Analyst for both the Healthcare Technology Management (HTM) and Facility Engineering Service lines coordinating a wide variety of administrative management duties essential to the success and monitoring of performance metrics for the VA Central Ohio Healthcare System (VACOHS), a VISN 10 level 2 complexity system, which provides ambulatory care and outpatient surgical services to veterans residing in the Central Ohio area.
Duties
MAJOR DUTIES AND RESPONSIBILITIES
The duties and responsibilities include but are not limited to the following:
Operational Management and Data Analysis 40 %
As the Management and Program Analyst, employee collects, tracks, and validates data on a regular basis for the HTM and Engineering service lines. The incumbent prepares reports by pulling data from multiple resources but primarily from the computerized maintenance management system and several independent specialized data collection servers. Some of these reports are associated with monitoring key performance indicators for national reporting, facility compliance with environment of care standards, temperature and humidity monitoring compliance, budget expenditure, timekeeping, and others. Frequency of reporting varies from weekly, monthly, quarterly, and annual reporting requirements as need to support the program needs.
Administration Duties 30 %
The Management and Program Analyst serves as primary or backup Contracting Officer Representative (COR) for service contracts, leases, and blanket purchase agreements. Contracts are complex in nature. Incumbent will be required to work with all service line staff to understand the equipment needs throughout the organization. Incumbent is required to be able to write and compile all technical contracting documents for contract package submission. The Management and Program Analyst will track all current and pending contracts as well as future opportunities to support the mission.
Financial Management and Planning 30 %
The incumbent prepares annual budget plan requirements in collaboration with the Service Chiefs. This involves extensive review of all service contract requirements as well as maintenance and repair parts, services, and supply needs. The annual budgeting process and execution may include but is not limited to the following: developing financial plans, monitoring spending, preparing financial reports, tracking and providing information on costs, reviewing for consistency/accuracy, and procedural/reports requirements. Compiles data/salaries/expenses/personnel changes/equipment needs based on previous expenditure years and prepares/ensures accuracy of all reports. Once budget is approved, the incumbent will monitor balances, status of projects, recommend reallocation of funds as needed. Will provide justification of additional funds as necessary especially in the event of unbudgeted requirements that may present themselves.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing, organizing, and maintaining an efficient and effective office operation which includes the authority to direct, train, adjust workloads, develop procedures for improving quality of work, and implement new methods and procedures, informs employees of policies, procedures, and practices of management as they related to the work of the service. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (Transcripts Required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level (more than the first year or 18 semester hours) and specialized experience to meet total experience requirements.
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing, organizing, and maintaining an efficient and effective office operation which includes the authority to direct, train, adjust workloads, develop procedures for improving quality of work, and implement new methods and procedures, informs employees of policies, procedures, and practices of management as they related to the work of the service; reviews and revises position descriptions, performance standards, etc. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (Transcripts Required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level (more than the first two years or 36 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work is primarily sedentary, some slight physical effort may be required. Some occasional travel may be required.
