The incumbent is assigned to the Veterans Service Center and reports to the Veterans Service Center Manager and the Assistant Veterans Service Center Managers. The primary purpose of this position is to provide objectively based information for making decisions on the administrative aspects of organizational operations and management. The incumbent performs a variety of substantive analytical, planning, training, evaluative, budgetary, and advisory work.

Qualifications

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
SF-50: If you are seeking a reassignment/change to lower grade, you must submit a copy of your most recent SF-50 (non-award) AND the SF-50 placing you into your current position.
To support your claim of time in grade, you must submit your most recent appointment, promotion, within grade increase SF-50 (not an award or general adjustment SF-50). Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Applying, analyzing, and interpreting laws, rules, regulations, standards, and policies;
Conducting thorough analyses of numerous functions and work processes;
Developing project plans, carrying out each phase of the project, making suggestions, and settling any issues regarding the solutions; Compiles resource data from multiple financial management reports and independently completes duties concerning budget execution, tracking the allocation of funds, and redistributing organizational funding as needed.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-11 - 1 year of Specialized experience equivalent to the GS-9 level. Education Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Specialized experience includes knowledge of qualitative and quantitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. The duties and responsibilities of this position are at one level below, Management Analyst, GS-343-12, and in a training status.
GS-12 - 1 year of Specialized experience equivalent to the GS-11 level. There is no education substitution at this grade level. Specialized experience includes basic qualitative and quantitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Specialized experience also includes skill in applying communication techniques sufficient to present plans and proposals convincingly.
