This Management Analyst position is located in the Roanoke Regional Benefit Office. The incumbent serves as a Change Management Agent (CMA) in the Office of the Director. The CMA plays a key role in managing the successful transition of the implementation plan into operational areas and implements change management plans that maximize employee engagement, and drives faster adoption, greater utilizations, and higher proficiency on the changes impacting employees and the agency.

Duties

Develop a change management strategy based on a situational awareness of the details of the change and the groups being impacted by the change. Assist the RO Director in assessing priorities and resource needs to meet program objectives through the development and execution of stakeholder communication relationship management, and organizational change management strategies. Assist in the development of plans to meet objectives and monitors progress toward achievement of approved objectives. Assist in the implementation of revised organizational structures, and designing and conducting studies of various complex processes. Regularly apprises the Director of initiative status and recommends when intervention is necessary. Assist the Director in developing a change management strategy to include a communication plan, implementation of a road map, coaching plan, training plan and resistance management plan. Provide sound advice and guidance to station management in achieving the RO's objectives. Maintain, adjust, and recommend short and long term plans as required by changes or evolution in mission and objectives. Utilize statistical analysis, and/or other techniques designed to effect process improvement and more efficient business practices. Prepare for the Director's review and signature, a variety of memorandums, letters, and other written communications. Work with Training Manager by assisting in the preparation and review of the training program. Participate in meetings with union and staff to identify potential problem areas and ensures that managers have the necessary information to communicate changes and their impact on staff. Investigate and recommend solutions to operational and/or managerial problems as identified.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023. Specialized Experience for the GS-11 grade level: To qualify at the GS-11 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-9) in the federal or other services. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. GS-11 specialized experience is defined as: (1) Assisting management with identifying strategies based on situational awareness of details of change and groups impacted by change; (2) Assisting in assessing priorities and resource needs to meet program objectives through the development and execution of stakeholder communication, relationship management, and organizational change management strategies; (3) Assisting in development of plans to meet objectives and monitor progress toward achievement of approved objectives; AND (4) Assisting in developing a change management strategy to include a communication plan, implementation of a roadmap, coaching plan, training plan and resistance management plan. OR Applicants may substitute education for experience at grade GS-11. Applicants may substitute education for experience with an awarded Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher level graduate education leading to such a doctoral degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information. OR Applicants may combine education and experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e, 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information. Specialized Experience for the GS-12 grade level: To qualify at the grade level GS-12: Applicants must have at least one year (52 weeks, full time) of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, within the organization. GS-12 Specialized experience is defined as: (1) Identifying strategies for implementation of new and innovative programs aimed at highlighting and improving mission effectiveness; (2) Providing sound advice and guidance to station management in achieving Regional Office goals; (3) Making recommendations to the Implementation Center that may influence VBA policy and may change the direction of the agency's strategic plan implementation of initiatives; AND (4) Utilizing statistical analysis, and/or other techniques designed to effect process improvement and more efficient business practices. There is no option to substitute education for specialized experience at the GS-12 level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Education

There is no option to substitute education for specialized experience at the GS-12 level.
