The Management and Program Analyst also known as the Change Management Agent (CMA) works in the Director's office of the Regional Office to create and implement change management plans that maximize employee engagement, and drives faster adoption, greater utilizations, and higher proficiency on the changes impacting employees and the agency.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-11, position you must have served 52 weeks at the GS-9 grade level. For the GS-12, position you must have served 52 weeks at the GS-11 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees that are CTAP eligible. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You must provide a copy of your most recent SF-50 that indicates proof of status (career, career-conditional, or excepted service), time in grade requirements have been met, and identifies your position title, series, grade, step, salary, tenure, and type of service. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate possession of time in grade requirements. In this instance, you must also submit your most recent Promotion or Within Grade Increase SF-50, or a Promotion or Within Grade Increase SF-50 that indicates the highest grade/step previously held. DO NOT submit Award SF-50s and/or General Adjustment SF-50s as they cannot be used to verify time in grade. If you are requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-12 (or higher) and the promotion potential of your current position must be at least GS-12. You must submit a copy of your most recent SF-50 (non-award) AND the SF-50 placing you into your current position. In addition to the above requirements, you may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: applicants must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the Federal service. Examples of specialized experience would typically include but are not limited to: designing work processes and procedures; analyzing performance improvement data; gathers and prepares statistical data/documentation for presentation; makes recommendations for process improvement projects. OR, Education: For the GS-11, to qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's Degree. To calculate, first identify the percentage of required education you have earned. When substituting you can use graduate level education you have earned beyond a Master's Degree.) Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 2 1/2 years of creditable graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience equivalent to the GS-9 grade-level (i.e. 50% of the required experience), would equal 100% of the required experience for the position. GS-12 Specialized Experience: For the applicants must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the Federal service. Examples of specialized experience would typically include but are not limited to: diagnosing problems within the organization and what drives these issues; building working relationships with all levels of the organization; developing, implementing, and articulating the mission vision and goals of the organization; developing and/or assisting in the design of business processes, systems, technology, and job roles; implementing plans and means to achieve these goals as well as providing training and education on new organization initiatives. In addition to the experience required for the GS-11, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-11 level) in the normal line of progression for the position. OR, Education: There is no education substitution at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This work is primarily sedentary although some slight physical effort may be required.
