Duties

The purpose of this position is to serve as a Contract Analyst for the National Cemetery Administration's North Atlantic District with responsibility for performing professional work involving the drafting of requirements of supplies and services IAW procedures outlined in the Federal Acquisition Regulations, VA Acquisition Regulations, Public Laws, and Agency policy. Additionally, this position assists district level and cemetery personnel in facilitating requirements for acquisition packages; procurement management and oversight responsibilities. Some examples are equipment, construction, services, headstones and markers for cemetery operations, maintenance and services procured. Other unique requirements include intra/interagency agreements and strategic sourcing. The incumbent will be required to possess those requisite skills and experience to effectively deal with an assortment of contracting issues at a full performance level. Incumbent is required to perform all acquisition package work up to the point of submission of contract for solicitation. Serves as liaison between centralized contracting, cemetery, finance and budget. The incumbent assists the requiring activities by serving as a member of acquisition planning teams. In this role the incumbent aids requiring activities in performing market research, reviewing specifications and statements of work, and reviewing acquisition milestone plans. The incumbent will ensure that specifications and statements of work are prepared in a manner which adequately describes the Government's requirements without restricting competition. Advises technical personnel as to Inadequate, ambiguous, or vague specifications to avoid Government liability. Performs a complete review of all contracts with emphasis on sole-source recommendation requirements and conducts necessary market analyses to test the noncompetitive assumptions of requisitions. Prepares required findings and sufficiently documents determinations in this regard. The incumbent maintains an in-depth knowledge of procurements and applicable contract types. Ability to recognize and analyze problems, conducts research, summarize results, and make appropriate recommendations. Applies data collection techniques to identify data trends to recommend changes in operating procedures and to provide advice to District Cemeteries and personnel. Facilitates, coordinates, develops, and manages the lifecycle of all District contracting requirements. Coordinates for purposes of governance and oversight District level requirements for supplies and construction. Builds and maintains good working relationships With stakeholders, servicing acquisition authorities, and customers. Fosters a work environment of transparency and cooperation. Ensures requirements approval and development is timely and resolves issues or concerns that stakeholders encounter as they arise. Incumbent is responsible for reviewing all applicable requirements with district cemeteries and reviewing all prepared solicitation documents, experience with using the Integrated Finance and Acquisition Management System (iFAMS), insuring regulatory and legal sufficiency, and promoting maximum competition. Conducts contract reviews and determines responsiveness and responsibility of district personnel in accordance with applicable regulatory requirements when submitting acquisition packages. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. At the level GS-12, you will perform similar duties but under closer supervision. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 07/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Must possess and maintain a valid state driver's license. Salary Range: GS-12: $95,694 - $124,398 GS-13: $113,792 - $147,934 You may qualify based on your experience as described below: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prepare and execute contracts on all procurement requirements; completing needs assessments, review appropriate technical specifications, prepare required documents, procurement, and acquisition segments to include review of a statement of work, vendor negotiation of goods and/or services, agreement of associated costs. Evaluate contractor work, sets deliverable timetables and verifies invoice payments. GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prepare and execute contracts on all procurement requirements; completing needs assessments, review appropriate technical specifications, prepare required documents, procurement, and acquisition segments to include review of a statement of work, vendor negotiation of goods and/or services, agreement of associated costs.
