The position is located in the IHS, Office of Human Resources, Division of Workforce Relations and Policy. The incumbent serves as the lead FEVS IHS Program Manager responsible for the development and implementation of the IHS FEVS employee engagement program. The incumbent will develop communications, assemble focus groups, evaluate surveys, and perform data analyses/problem-solving via the collection of employee feedback and engagement data to identify root causes of disengagement.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector demonstrating the ability to perform duties of the position.
Specialized experience is defined as demonstrated experience:
Planning, developing and implementing human capital programs and/or organizational development strategies involving, employee engagement, organizational climate assessment, change management, strategic meeting facilitation, employee focus groups, listening session initiatives and etc., AND:
Consulting and briefing organizational stakeholders (senior officials, managers and employees) on human capital program initiatives and/or organizational development strategies AND:
Analyzing human capital/workforce data to recommend data-based decision making.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
