The primary purpose of this position is to function as the Test Control Officer (TCO) in the administration of the personnel testing program.
Duties
Administer the personnel testing program for a variety of tests; schedules testing requirements ensuring compliance with testing deadlines established by the agency.
Receives and reviews testing requirements; monitor daily products such as transaction registers and strength changes to track and determine individual's testing requirements and verify testing eligibility.
Oversee the Foreign Language Proficiency Pay (FLPP) Program; ensures all requirements for FLPP eligibility are met.
Maintain and control test material; monitors and reviews stock levels to ensure appropriate test materials are available.
Performs office administrative duties using word processing equipment, prepares and processes forms, form letters, and substantiating documents.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-04 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while performing various duties involving different and unrelated processes and methods in the area of testing, identifying testing requirements, coordinating test schedules, conducting tests, accounting for testing material, and updating computer records in automated systems.

EDUCATION: Successful completion of four years above high school level education in any field for which high school graduation or the equivalent is the normal prerequisite. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of policies and procedures relating to the testing program and an understanding of the coding system and verification data applicable to eligibility requirements.
2. Knowledge of personnel instructions, principles, processes, and policies and of the regulations, directives, policies and procedures regarding the receipt, storage handling, and destruction of test materials.
3. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. A qualified typist is not required.
4. Ability to communicate effectively, both orally and in writing.
5. Ability to analyze automated products to determine adequacy and/or deficiencies of testing program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
