The primary purpose of this position is: to perform a variety of technical and administrative work in support of the Human Resources (HR) Workforce Effectiveness Section.
Duties
Serves as primary point of contact for information and assistance regarding program requirements and processing procedures that relate to the Performance Management and Incentive Awards Programs
Provides technical guidance, information, and assistance for a variety of Employee Relations programs such as voluntary leave transfer, disciplinary actions, grievances, appeals, complaints, indebtedness, financial assistance, and drug testing
Performs administrative and clerical support duties in support of Employee Relations Office
Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS 0203 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes conducting recurring types of interviews to develop facts such as circumstances concerning an incident; composing narrative reports, summaries, or letters explaining routine technical actions; and processing documents and actions; assisting the Employee Relations staff in locating and identifying similar or related cases/actions and researching problems by obtaining relevant facts about the problem; evaluating the adequacy of these facts in light of established precedents; and explaining options available based upon analysis of individual circumstances; Utilizing various office automation software processing procedures and function keys to produce a wide range of documents, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets; researching files to extract relevant information needed to prepare reports and respond to requests for information.

EDUCATION: Successfully completed one full academic year of graduate level education in human resources which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of an extensive body of employee relations rules, policies, methods, procedures, operations, and principles to perform limited technical work of a non-controversial nature
2. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs
3. Skill in typing; a qualified typist is required
4. Ability to research, analyze, interpret and apply rules, regulations, and procedures
5. Ability to plan and organize work and meet deadlines
6. Ability to communicate effectively, both orally and in writing
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
