The primary purpose of this position is to serve as the primary advisor for developing and evaluating strategic near-term (0-2 years), mid-term (3-6 years), and long-term (7-10 years) detailed plans meeting Department of Defense, Air Force, Headquarters (HQ) AF Space Command (AFSPC) requirements along with the Cyberspace Capabilities Center (CCC) vision and mission.

Duties

Serve as the project lead strategic planner/program analyst for enterprise-level projects. Act as Cyberspace Capabilities Center subject matter staff expert and principal advisor to develop concise, simple and flexible strategic plans. Develop and evaluate strategic near-term (0-2 years), mid-term (3-6 years), and long-term (7-10 years) detailed plans meeting DoD, AF, AFSPC requirements along with the Cyberspace Capabilities Center vision and mission. Lead Cyberspace Capabilities Center Continuous Process Improvement (CPI) efforts. As the CPI expert for Cyberspace Capabilities Center, plans, directs, integrates and executes all aspects of the Cyberspace Capabilities Center CPI program IAW AF and HQ AFSPC guidance. Brief Cyberspace Capabilities Center Commander and senior staff on projected, on-going, and results of approved CPI projects. Serve as special projects officer on communications and network integration issues and provides staff support areas of agreement management and protocol matters. Negotiate and manage agreements with external organizations at Air Staff, MAJCOM and other AFSPC units. Lead in-depth analysis and facilitate agreements IAW AF and HQ AFSPC guidance. Prepare and deliver oral presentations such as briefings, training sessions, consultations, and strategy sessions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Prepare and present general and technical papers, staff reports, staff studies, staff summary packages, briefings, charts, and bullet background papers, at all levels.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the understanding of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones; knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the application of military space/cyberspace operations expertise as they apply to programs and weapons systems. Skill to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons, and recommend solutions in a logical, cohesive format. 2. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad military operational and contingency areas. Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend or implement solutions for improvement. 3. Knowledge of qualitative and quantitative analytical methods, practices, and procedures to conduct studies and determine program effectiveness. Skill to develop innovative ideas and methodologies to complex issues in which the boundaries are broad and difficult to determine in advance. Knowledge of process improvement techniques such as the 8-step process, benchmarking, metric/statistical analysis, and process flow charting. 4. Skill and ability to communicate effectively, both orally and in writing, complex IT issues, reports, negotiations, agreements, and/or briefings, for the purpose of conveying, understanding, and discussing highly complex and abstract concepts with senior military, key government officials, and other military and civilian personnel. 5. Ability to negotiate both orally and in writing; as well as using tact and diplomacy, during difficult circumstances to advise/inform on complicated, sensitive, and occasionally controversial issues. 6. Knowledge of protocol concepts, principles, and practices of the AF and Cyberspace Capabilities Center to conduct and coordinate dignitary protocol activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
