The Information Technology Project Manager position is located in the Department of Program Services (DPS), Case Management Systems Office (CMSO), Federal Judiciary Digital Services Division (FJDS). The CMSO develops and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and external stakeholders.
Duties
This position will report to the Chief of the Federal Judiciary Digital Services Division (FJDS), Case Management Systems Office (CMSO), Department of Program Services (DAS). The CMSO is seeking an exceptional leader to serve as Senior Product Portfolio Manager which is a key leadership role for providing oversight and is responsible for the successful delivery of all the modernization product development projects within CMSO. Oversight includes, monitoring the product development portfolio components (projects and its sub-projects) such as cost, quality, plans vs. actuals, end to end roadmap of product portfolio, risk, schedule, resource, budget, and the analysis and reporting of the objectives and key results (OKR) as well as the key performance indicators to track the return on investment and the effectiveness of the product developed.
The incumbent will create and manage systems for tracking projects and associated deliverables, collects data, analyzes results, and works closely with project team to manage various programmatic and project processes. The incumbent's scope of work involves all project management activities associated with the lifecycle of a project, including discovery, initiating, planning, executing, monitoring, controlling, and closing phases. This requires an understanding of government operations, technical systems, and waterfall and agile project management methodologies.
The incumbent will be responsible for communicating and collaborating with Executive Sponsors, Business Owners, Information Technology, Field Operations, and external vendors to facilitate and ensure successful implementations. The incumbent will closely partner with Information Technology and/or Program leaders to develop and oversee project costs, deliverables, timelines, and resources to ensure that they meet the budget, schedule, and quality requirements of the project. The incumbent will also provide leadership and oversight of resources assigned to coordinate implementations and to develop and maintain the project schedule. The ideal candidate must have solid leadership, facilitation, team building and change management skills to influence and guide cross-functional teams throughout all aspects of assigned projects.
The duties of this position include, but are not limited to:
Ensuring the successful implementation of strategies, responsibilities, services, product vision, and deliverables.
Establishing frameworks and standards (blueprint development) for portfolio and program management.
Analyzing requirements across interdependent projects to identify opportunities for synergies and cost savings.
Coordinating external vendors, personnel from multiple program areas, and information technology resources.
Creating a collaborative consultative work environment with matrix teams and workgroups cross departmentally and cross-functionally.
Establishing and monitoring project requirements, priorities, and deadlines from inception to completion.
Exploring and implementing a variety of best practices and standardized processes to ensure operational efficiency and scalability.
Facilitating the development and implementation of detailed reports to keep key stakeholders up to date on progress, issues, and outcomes.
Leading, managing, and facilitating concurrent projects, while remaining flexible with changing priorities, timeframes, and scope of services.
Managing and compiling financial metrics, objectives and key results (OKR), and key performance indicators (KPI) information.
Providing and maintaining a capacity planning and resource tracking service across the program and portfolio.
Establishing cross-program centers of excellence for architects, product owners, product managers, implementation team, and other teams that need to share information, best practices.
Providing project planning, milestone management, resource forecasting, financial management, vendor management, acquisition planning, risk management, issue management and change management across the project portfolio.
Developing budget formulation, budget execution, and improvement of the information technology/information management investment portfolio.
Collaborating with architecture team and senior management to assist in the development of product vision and strategy.
Creating short-term and long-term strategies and ensure product development and initiatives align to these strategies.
Researching, developing, and presenting feasibility studies and proposals on strategic initiatives.
Creating a collaborative partnership among CMSO leaders, DPS leaders, and portfolio stakeholders.
Developing, implementing, and monitoring contracts with vendors; and ensuring conformance to approved plans and contract specifications.
Reviewing change readiness assessments and make recommendations for organization change management actions to increase readiness and adoption of technologies deployed.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Experience in IT Project Management, Business Analysis, and client leadership managing large, interdependent integration efforts, requiring proactive leadership and risk management;
Experience managing the complete lifecycle of a program with multiple project teams;
Experience establishing portfolio capabilities including data requirements, process and roles, systems, and governance; and
Knowledge of benefits and dependency mapping, risk management, financial management, vendor management, and contract management.
