The Judicial Services Office (JSO) provides support, services, and programs addressing the administrative, governance, and policy needs of federal judges-Article III, territorial district court, Court of Federal Claims, bankruptcy, and magistrate judges-and their staffs. JSO serves as a liaison, consultant, advocate, and resource on matters that affect judges within the AO and with the Federal Judicial Center, the U.S. Sentencing Commission, and executive and legislative branches.

Duties

This position is located in the Judicial Programs Division of JSO (Division) and reports to the chief of the Division. The primary purpose of this position is to serve as a senior analyst providing support for the supplemental law clerk programs managed by JSO, including the court law clerk program, the pro se law clerk program, the death penalty law clerk program, temporary emergency fund (TEF), and temporary bankruptcy law clerk program (TBLC). The incumbent provides expertise in the programmatic and administrative support of these programs, relevant and governing judiciary policies and processes, and the staffing formulae that determine the allocation of resources for the pro se and death penalty law clerk programs. The position works closely with the Division chief, JSO attorneys, and other AO staff to perform complex analysis and oversight of the supplemental law clerk programs described above, including maintaining program budgets; maintaining data on, overseeing updates to, and implementation of staffing allocations and additive requests; coordinating communications with the courts related to these programs; delivering information and advice to judges and court staff about program policies and procedures; and supporting AO advisory groups relevant to the programs. This position is responsible for drafting and presenting agenda items that are presented to the Judicial Conference Committees, often working with other AO staff in the drafting and review of the items. The duties and responsibilities of the position include the following: Providing information, advice, policy guidance, and assistance to federal judges, chambers staff, court executives and their staffs, AO management, members of Congress and congressional staff, and the public on supplemental law clerk programs. Providing staff support to the Pro Se Working Group to include formulation and drafting of agenda and topic briefs, meeting planning, coordinating with other JSO staff and Working Group members on meeting agendas and details, ensuring completion of meeting summaries and follow-up action items. Assisting other JSO staff in providing support related to supplemental law clerk programs to the AO's Judicial Programs and Services Advisory Council, Magistrate Judges Advisory Group, Bankruptcy Judges Advisory Group, and Chambers Staff Advisory Group. Developing, preparing, and presenting agenda items and reports as needed on the status of the programs, staffing allocations, applications for court law clerks, and other program-related funding requests for biannual meetings of the Judicial Resources Committee, in coordination with JSO and Judicial Resources Committee staff in the AO's Human Resources Office. Reviewing and assisting with drafting agenda items, statistical reports, and similar publications about the supplemental law clerk programs prepared by other AO staff, including AO reports, reports to Congress, and items of interest prepared for other Judicial Conference committees. Maintaining data on program budgets, staffing allocations, additive requests, and other human resource requests related to the supplemental law clerk programs, and coordinates communications with the courts related to these programs, including responsibility for preparing periodic memoranda regarding staffing allocations, applications for court law clerk, and surveys requesting court data on pending death penalty cases. Developing and updating publications and resources related to the supplemental law clerk programs on uscourts.gov, the judiciary's internet site, and JNet, the judiciary's intranet site. Identifying and overseeing the implementation of standard operating procedures for each of the supplemental law clerk programs. Coordinating with judges, court staff, internal groups, and AO and JSO management on the development of other projects, reports, and publications, as assigned.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL areas defined below: Knowledge of management analysis theories, principles, practices, and techniques; Experience in maintaining data on program budgets, staffing allocations, and other human resource requests; Experience in data collection, interpretation, analysis, evaluation, and recommendation; and Working knowledge of various processes of compiling and using statistical models, tables, graphs, charts, and reports.
