The primary purpose of this position is to plan, manage, coordinate, and execute the NORAD and USNORTHCOM engagements with Mexico and to serve as language specialist capable of translating and interpreting English to Spanish and vice versa in support of the Security Cooperation and Partnership Division (J5) and NORAD and USNORTHCOM senior leadership.

Duties

Performs as Command planner and action officer for events and initiatives related to Mexico. Coordinates visits of senior foreign GO/FOs, national-level leaders, and distinguished visitors (DVs) across the NORAD and USNORTHCOM staff and with subordinate component organizations. Provides language translation and interpretation services to Senior USNORTHCOM General Officers/Flag Officers. Provides support for NORAD and USNORTHCOM J5 efforts with the Office of the Secretary of Defense, Joint Staff, other Combatant Commands, Services, ODCs, and federal interagencies to collect facts on various TSC projects and to make recommendations on projects to maximize their benefit to the Command.

Qualifications

Conditions of Employment (cont.): This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. YA002 = Eligible for situational telework only. Including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. This is a Language Designated Position. Employee is required to demonstrate Spanish Language Proficiency Level 3 (General Professional Proficiency) in any combination of two or more modalities (listening, reading, and speaking). Employee is required to demonstrate proficiency in Spanish according to the certification schedule found in DoDI 1400.25-v2016, Appendix to Enclosure 3, Foreign Language Proficiency Certification Schedule. This is a Security Cooperation (SC), Foundational Proficiency Level 1 position. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of national, binational, bilateral, and DoD-level strategic guidance and policy documents and Traditional Commander's activities as they apply to TSC programs and C-TCO activities, planning, and processes on domestic and international political and military issues, knowledge of relationships of the various combatant command missions and organizations, and federal interagencies as they relate to Security Cooperation missions IAW USNORTHCOM and other federal interagency authorities such as, support to the Department of State for international assistance, and knowledge of the relationships of the various combatant command missions and organizations and the respective agents for those commands involved in the overall planning and execution of military operations and evaluations and how strategic, operational, and deliberate planning and war gaming supports them. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD and Combatant Command program goals and objectives, operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events and the relationship of the various organizational entities involved in overall program planning and execution of military operations, exercises and evaluations. Knowledge of international organizations, problems, or other aspects of foreign affairs planning, policy or strategy at Combatant command or DoD-level and in foreign relations at the military-to-military or military-to-government level; ability to perform strategic analysis of national, DoD, and interagency strategy and policy. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, management and organizational techniques, contingency planning, exercises planning and processes for use in a wide variety of analytical evaluations and studies related to command initiatives and engagements. Ability to communicate effectively orally and in writing in both English and in Spanish; Knowledge of bi-national, bilateral, Government of Mexico, DoD, and Combatant Command strategic guidance documents relating to TSC; knowledge of security assistance and security cooperation resourcing programs with regard to pertinent laws (Title 10 and 22 US Code), strategic guidance, regulations, and policies. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; recommend solutions; and package the entire process in briefings, papers or reports suitable for both senior NORAD and NORTHCOM leadership use and decision-making. Demonstrated inter-personal skills in presenting recommendations to administrative policies and procedures and negotiating solutions to disputed recommendations; knowledge of Traditional Commander's Activities programs and events; knowledge of Mexico's customs, culture, and history; as well as current issues facing the U.S. and Mexico. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
