About the Position: This is a Program Analyst, GS-12 position with USACE, Southwestern Division (SWD), Fort Worth District, Regional Planning and Environmental Center (RPEC). This position may be filled at any of the following duty locations: Fort Worth, TX; Galveston, TX; Little Rock, AR; or Tulsa, OK. The duty location chosen is at the discretion of management and will be determined at the time of selection.
Duties
Serve as a Management and Program Analyst for Fort Worth District, including required support to the Southwestern Division (SWD) HQs and the U.S. Army Corps of Engineers (USACE) HQs as requested.
Primary responsibility is program level monitoring and controls expert and assigned Account Manager to include preparation and analysis of programmatic information.
Direct, coordinate and synchronize activities associated with the USACE automated Project Management and Financial Management Systems.
Provide advisory and policy support to management on program and project issues requiring resolution at the Program, District, Regional or HQ USACE levels.
Review and evaluate overall programmatic execution using appropriate criteria.

Specialized Experience: One year of specialized experience which includes: 1) utilizing analytical and evaluative techniques and methods to monitor or report program effectiveness; AND 2) utilizing an automated financial management system to access data for analysis; AND 3) conducting trend analysis to recommend solutions of problematic areas. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
