The National Caregiver Support Program Office (CSP) is a vibrant and busy office based at VACO in Care Management and Social Work Services. CSP develops policy and national programs supporting those who support Veterans. The position is a member of a diverse, multi-professional team who works independently and has extensive experience with program and project analysis and management. This vacancy may be filled in Washington, DC or a location to be determined.

Duties

Major duties included but not limited to the following: Investigates and analyzes adverse operations, trends or conditions and initiates corrective action, and follows-through. Develops methods and procedures for compiling and analyzing data for reports and special projects.. Assist with the developing, coordinating and recommending changes for the improvement of workflow in the program or section area. Serves as an advisor by providing leadership and guidance to their responsible teams, providing valuable consultative services, and will assist in the planning, development, implementation, coordination, and evaluation of milestones for each plan. Provides in-depth analysis, best practice models, and creative quality program techniques. Serves as a liaison to various VHA departments and national level programs covering information transmission, meeting and project coordination, and administrative issues related to R&A. Coordinates with managers and technical specialists from key installation elements to develop quality program plans to resolve serious business situations. Conducts analytical studies on particular operational processes, issue topics, or related special projects; studies require study planning, statistical measurement, data analysis, and report preparation and development. Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy against known policies and procedures; and ensures action or inquiry is closed out with the inquirer or office. Work Schedule: Monday-Friday, 08:00-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Health System Administration Series 0671 Individual Occupational Requirements. Undergraduate and Graduate Education (TRANSCRIPT REQUIRED): Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the Individual Occupational Requirements. you must also meet the GS-11 Specialized Experience requirements. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Health System Specialist, GS-11 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-09 level in Federal service to qualify at the GS-11. Examples of specialized experience include: 1) Supports management in the execution and oversight of a national program across the continuum of the research funding process. 2) Manages, extracts, analyzes, summarizes, and presents data from program databases used in scientific review and research funding processes. 3) Utilizes databases to research, analyze, compile, organize, and summarize a variety of substantive information for dissemination and reports. OR GS-11: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): You must possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR GS-11: Combination of Education and Experience (TRANSCRIPTS REQUIRED): You must possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Health System Specialist position, which may be used to meet the experience requirements for GS-11 position. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. You will be rated on the following Competencies for this position: Writing Analysis & Problem Solving Customer Service Organizational Stewardship Communication Manages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. May require extensive aircraft, rail, automotive, or other forms of travel, as well as temporary overnight lodging in commercial or government facilities.
