The National Caregiver Support Program Office (CSP) is a vibrant and busy office under the Assistant Under Secretary for Patient Care Services in VA Central Office. CSP supports more than 450 field staff who work directly with family caregivers of Veterans. CSP develops policy and national programs to support those who support Veterans. This announcement is for a Health Systems Specialist to support the Policy and Regulations workstream within CSP.
Duties
This announcement will close on July 29, 2024, the first 50 applications received will receive first consideration. Responsible for development and implementation of regulations, policies, directives, program initiatives (both headquarters and field programs) and VHA guidance related to supporting Veterans and their caregivers.
Analyzes new, amended, or proposed legislation, and develops views, costs, and recommendations to facilitate leadership decisions on issues of broad national impact.
Conducts analytical studies on caregiver support practices, policies, processes, topics, or related special projects.
Develops position papers and decision documents representing the position of the organization on a variety of complex and sensitive policy and legislative issues.
Works in coordination with other internal reviewing services regarding complex audits and internal/external reviews of a national concern.
Works closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems.
Coordinates with the appropriate individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings and other external activities and meetings.
Functions as the primary liaison to multiple programs and offices and serves as the conduit for information flow and management of assignments between them.
Monitors and manages incoming actions and requests from initial receipt to completion and closeout.
Manages and coordinates all online communication tools such as assigned intranet websites, internal SharePoint website collection, and other related informational tools in consultation with communication specialists.
Coordinates events hosted by officials, including town hall meetings with internal staff, with assistance from continuing educational staff.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for the GS 0671 occupational series, applicants MUST possess one of the following:
Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

In addition to meeting the above IOR, you may qualify based on your experience as described below:
GS-13: Possess one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of a Health System Specialist at the (GS-13) level, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-12) in the Federal service. Specialized experience is: Researching, reading, analyzing, interpreting, and drafting policy documents at a national level. Developing and implementing regulations, policies, directives, program initiatives, and guidance related to supporting Veterans and their caregivers. Serving as a subject matter expert in the analysis of legislation and the development of regulations and internal policy to support the implementation of legislation. Developing position papers and decision documents representing the position of the organization on complex and sensitive policy and legislative issues, issues of Congressional or media interest, and/or issues that have significant national impact. Working in coordination with other internal reviewing services regarding complex audits and internal/external reviews to include fiscal efficiencies and organizational structure. Engaging with staff at all levels related to policy and operations-focused assignments and projects.
There is no educational substitution for the GS-13 level.
Preferred Experience: Experience researching, reading, analyzing, interpreting, and drafting policy documents such as directives, rules, regulations and operating procedures at a regional or national level. Analyzing the effects of policy actions from different perspectives and levels of the organization to foresee potential negative and positive consequences of a proposed change.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some travel is required. No other special physical demands are required of this work.
