This position will serve as the Director of Business Intelligence (BI) responsible for advising and representing the Executive Director and National Director in developing, communicating, executing, and sustaining strategic and operational initiatives and policies related to homeless program operations. The position mobilizes and manages teams of individuals charged with executing strategies within HPO, across all VISNs and VAMCs, with partner offices, and with internal and external leaders.

Duties

Advises and represents the organization Executive Director and National Directors in developing, communicating, executing, and sustaining strategic and operational initiatives and policies, particularly in matters related to homeless program operations, data collection, business intelligence, technical assistance, program evaluation, and data sharing with partner agencies and community providers. This includes developing detailed plans to improve efficient operations; implementing plans and initiatives to achieve mission and policy objectives; and assessing program accomplishment and making course corrections when necessary. Supervises and directs the development, modernization, implementation, and evaluation of homeless program data tools and resources throughout the VHA system. Serves as senior representative for HOMES and oversees the development and sustainment of the HPO analytics database, which is the repository for all homeless program information and related external data sets. Serves as senior point of contact and HPO SME with multiple offices outside HPO such as VA National Privacy Office, OIT, OIS, OGC, and OHT with respect data collection, reporting, and information sharing initiatives. Serves as national representative and SME for data sharing efforts both within VA and with other community and Federal agencies. Supervises and directs the design and development of digital capabilities and reports to support data sharing efforts. Works with various agencies around improving collaborations and information sharing with community and federal partners by overseeing and facilitating the development of public- facing capabilities, platforms, reports, and national guidance. Supervises and directs the development, facilitation and implementation of policies, plans, guidelines, and initiatives within Homeless Program Operations, specifically around business intelligence, data collection, reporting, technical assistance, program evaluation, and data sharing. Evaluates information and implements decisions that drive effective organizational changes related to homeless program operations, intelligence, & informatics. Supervises and directs complex projects involving operational and community business intelligence within VA and other community and Federal agencies. This requires coordination and collaboration with external federal agencies such as US Department of Housing and Urban Development (HUD), United States Interagency Council on Homelessness (USICH) and non-profit organizations, as well as internal collaborations with offices such as VACO Privacy, OIT, OIS, VSSC, OHT and OGC. Supervises and directs VAMC level consultative support and shares intelligence with local and national leadership to inform and drive site visits. Guides management in effectively implementing planning efforts for current and future performance requirements. Plan work to be accomplished by subordinates, sets and adjust short-term priorities, and prepare schedules for completion of work - Evaluate work performance of subordinates Provide advice, counsel, or instructions to employees on work and administrative matters Interview candidates for subordinate positions, recommend appointment, promotions, and reassignments Hear and resolve complaints, refer group grievances and serious, unresolved complaints to a higher level Effect minor disciplinary measures and recommend action for more serious cases - Identify and arrange for developmental and training needs Analyzes interrelated issues of effectiveness, efficiency, and productivity of the program. Develops detailed plans, goals, and objectives for long range implementation, management, and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. Supervises and directs complex projects within an organization and community partners. This requires coordination and collaboration with external federal agencies such as US Department of Housing and Urban Development (HUD), United States Inter-agency Council on Homelessness (USICH) and non-profit organizations. Other duties as assigned. Work Schedule: 8:00 am - 4:30 pm Position Description Title/PD#: Supervisory Health System Specialist/PD725470 Physical Requirements: The work requires no special physical demands. It may involve some walking, standing, bending, or carrying of light items. Work Environment: The work is performed in an office setting and may require frequent travel (approximately 30%) throughout the country to meet with community partners, stakeholders, VA leadership and to participate in conferences. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement (IOR): Your level of education and/or expereince must be reflected in one of the listed IOR qualification methods. IOR Undergraduate and/or Graduate Education: Possess major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR IOR Expereince: Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR IOR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND GS-15 Grade Determination One year of specialized experience (equivalent to the GS-14 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Perform supervisory duties such as: Plan work to be accomplished by subordinates, sets and adjust short-term priorities, and prepare schedules for completion of work. National lead for the a homeless program performance measurement system. Implements performance metrics to manage and monitor the operational efficiencies of the organization. Monitors program performance metric outcomes. Develops strategies for maintaining appropriate performance levels in support of management initiatives. Researches and investigates new or improved business and management practices for application to organization programs or operations. Evaluates information and implements decisions that drive effective organizational changes related to homeless program operations, intelligence, and informatics. There is no educational substitution for the GS-15 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
