The primary purpose of this position is to serve as the lead primary clerk/administrative support for Child and Youth Program to include customer service, monitoring customer entry, maintaining facility requirements in Fire, Health and Safety, cleanliness of the program, data automation, keeping up to date information, financial record keeping, enrollment, and others.
Duties
Assists with the assignment of work and taking reasonable steps to ensure employees understand what is expected.
Maintains files and records Ensures that tune cards are submitted for Appropriated and Non-Appropriated personnel within the Child Development Center.
Enrolls children in center programs and checks patrons into centers. Enrolls children into appropriate child development program, ensuring parents complete required forms and continue to update forms with required information.
Computes and ensure parents are enrolled to run invoices for payments. Ensures parent fees are paid biweekly or monthly and reconciles for compliance. Ensures parents are kept informed of fees and charges.
Performs other duties for continuous mission support. As required, performs other duties Within the scope of the section
ad mission.

- DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records Check, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position.
- Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981.
- Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes experience with child care programs and procedures including knowledge of the organizational functions and services to answer inquiries or refer to the responsible staff member; exercising financial responsibilities including computing, collecting and recording fee collections; providing customer service support; performing general office administrative and clerical procedures like distributing mail, answering telephones, maintaining files/office forms and ordering supplies; and using various office automation software functions to support office operations and maintain accurate records
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of current directives requirements to provide clerical support for filing, posting publications, preparing forms, reports, and correspondence, and organizing the clerical and administrative operations.
2. Knowledge of early childhood development principles, concepts and governing administrative instructions and policies
3. Knowledge of money-handling procedures and analysis of fee collection procedures.
4. Skill in communicating effectively with adults and children, individually and in groups, both orally and in writing.
5. Ability to lead the work of others and to motivate, train, appraises, and works with subordinates with a variety of backgrounds. Also need to have the ability to learn computer equipment programs.
6. Ability to maintains accurate financial data and records for USDA Food Program, budget tracking, individual patron billing records and payroll for APF and NAF employees etc.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
