The primary purpose of this position is to serve as a Programs Management Specialist in the Strategy, Policy, and Plans Directorate (J5), North American Aerospace Defense (NORAD) Command and United States Northern Command (USNORTHCOM), a multi-national combatant command with a wide variety of homeland security, civil support, and security cooperation missions.

Duties

Director Task management Coordinator. Assists the J5 office leadership in the performance of their duties. Principle Staff Assistant. Serves as a principal staff assistant to the Director and Deputy Directors of the Strategy, Policy, and Plans Directorate. Directorate Vital Records and Records Management Custodian. Serves as the Directorate Records Management and Vital Records Custodian.

  • Employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information Clearance.
  • Travel and Relocation Expenses will not be paid
  • This posn is subject to provisions of the DoD Priority Placement Program
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program
  • As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Must sign a statement acknowledging the position occupied is identified as a TDP.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
  • May be required to perform Battle Roster functions during Exercises and Real World events.
  • Battle Roster functions may include, but not limited to, Joint Personnel Operations Cell, Contingency Command Center, Future Operations Centers, and Joint Enabling Capability. Duties may required additional hours and/or alternate duty locations.
  • This position is eligible for situational telework.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes skills in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues or problems deal with readily observable conditions, written guidelines covering work methods and procedures such as performance and production standards and information of a factual nature. Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records. Assignments typically involve using qualitative and quantitative analytical techniques such as task analysis and job structuring; productivity charting; and flowcharting of work processes. Assignments require skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, policies, and practices of the substantive nature of the agency's/command's mission, functions, programs, activities, goals, objectives, training principles and processes. 2. Skill in the office automation programs such as Microsoft Office Suite: Outlook , Excel, Word, PowerPoint, and Visio. 3. Ability to summarize information and communicate in written and oral form in support of leadership requirements. 4. Ability to gather, assemble, and analyze facts and draw conclusions, conduct analysis, devise recommended solutions and package the entire process in briefings, papers or reports suitable for top management use and decision-making. 5. Ability to communicate effectively, both oral and written. Ability to provide effective coordination of activities. 6. Ability to negotiate complex issues and to maintain effective relationships with management officials, co-workers, customers, and others to ensure cooperative resolution of problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
