You will serve as a FINANCIAL MANAGEMENT ANALYST in the Resource Management Department THEATER UNDERSEA SURVEILLANCE COMMAND PACIFIC, formerly NAVAL OCEANOGRAPHIC PROCESSING FACILITY, WHIDBEY ISLAND, WA, NAVAL OCEANOGRAPHIC PROCESSING FACIL.

Duties

You will analyze, evaluate, and review financial requirements in financial systems. You will utilize federal financial systems to extract data. You will manage, allocate, and monitor financial resources in compliance with laws, regulations, and policies. You will analyze, evaluate, and review program issues and financial data and report using performance metrics to provide recommendations. You will identify problems and choose course of action that balance the interest of the mission. You will comply with established control systems and rules and apply fiscal law, policies, regulations, and procedures to financial management activities. You will meet the needs of both internal and external customers.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing, compiling and summarizing financial and/or budgetary information to resolve financial management and audit readiness issues in compliance with program goals, applicable policies, regulations, and procedures for a financial management program. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree;
OR
Successful completion of three full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree;
OR
Successful completion of an LL.M that is related to the position being filled;
