About the Position: This position is located at the Navl Health Clinic, Oak Harbor, Washington, Resource Management. Mission As the sole naval aviation support in the Pacific Northwest, we provide the highest quality facilities, services and products to the naval aviation community and all organizations utilizing Naval Air Station Whidbey Island.

Duties

Will serve as the senior liaison for budget, accounting, financial management, medical expense performance reporting system, government travel and manager internal control program policy and procedures within the organization. Direct continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. Prepare briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas. Report cost/performance information in support of mission tasks for the organization. Plan and organize teams to accomplish various financial analyses. Lead, supervise, motivate and counsel employees.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret Security clearance (Tier 3) or access for the duration of employment.
• Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
• This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
• This position has a Temporary Duty (TDY) or business travel requirement of 25 % of the time.
• Subject to Overtime work.
• This is a Financial Management Level 3 Certified position. The Incumbent must obtain Level 3 Financial Management Certification within 2 Years of entrance on duty.
