As an IT Specialist (Network Services), you will serve as the agency's chief technology officer and chief information security officer working in coordination with the chief information officer to develop strategies for adapting the Access Boards information technology requirements with ever-changing technology and regulations pertaining to the maintenance and security of government-controlled data, some of which is of a sensitive nature.
Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Serves as an expert in all matters related to recommendation, installation, support and implementation of the agency's local area network/wide area network systems, applications, and telecommunications systems. Monitors, analyzes, and resolves issues related to network workload, capacity, performance, and security. Ensures that all IT, which is being considered for implementation into the agency's systems have been rigorously tested, are fully licensed, and incorporate accessibility requirements. The incumbent also must monitor changes in the Boards strategic planning to ensure timely development and implementation of IT resources necessary to achieve the agency's goals.
Acts as the contracting officer's technical representative (COTR) for all agency IT contracts. Responsible for monitoring the contractor's progress in fulfilling the technical requirements specified in the contract. As COTR the incumbent maintains administration records, approves invoices and performs quarterly monitoring reports to confirm the contractor is meeting the terms and conditions under the contract.
Identifies proposed system changes; reviews such changes for compliance; implements approved changes and ensures that they have met their objectives; analyzes trends or problems occurring as the result of the proposed or implemented changes; enacts changes to the IT infrastructure to meet program goals; manages changes to ensure that all parties affected by a given change are aware of and understand the impact of the impending change; and minimizes disruptions and adverse effects. Ensures system functionality, integrity, and efficiency. Conducts certification, acceptance, and interoperability testing of new or updated software and hardware components and validates results prior to implementation for use by agency staff.
Qualifications
You must meet the following requirements within 30 calendar days of the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes all of the following:
Supporting information technology activities for an organization (i.e., local, wide area networks, and cloud network environments in support of an enterprise infrastructure, security infrastructure, Enterprise applications, Network files and print services, User account access associated rights and privileges, and operating systems; AND
Identifying and developing strategies to resolve problems for IT programs; AND
Isolating and defining issues or conditions in systems and networks-resolving critical problems in systems and networks, and developing new approaches and techniques for use by others; AND
Providing technical and authoritative IT support and project management.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
