About the Position: Serves as a staff advisor to the district staff principles on matters relating to civilian workforce management. Advises or guides managers in making the most effective workforce management program decisions that support the values and behaviors of the USACE Strategic Vision.
Duties
GS-07 Communicate with Hiring Officials to prepare Recruitment documents.
GS-07 Explain hiring process on a variety of positions.
GS-07 Advise management on various processes for effective utilization of various recruitment options.
GS-07 Present recommendations to District Leadership on a variety of workforce management tasks.
GS-07 Collaborate with various levels of District Staff to execute workforce management initiatives.
GS-07 Monitor and track manpower requirements.
GS-07 Identify program deficiencies and propose solutions.
GS-07 Support the organization with staffing needs.
GS-09 Assist Managers in making effective workforce management decisions by explaining alternatives.
GS-09 Coordinate hiring initiatives with Hiring Managers and Human Resource staff.
GS-09 Communicate with Administrative Staff and Hiring Officials to prepare Recruitment documents.
GS-09 Explain hiring process on a variety of positions to educate staff on various recruitment methods.
GS-09 Advise management more independently on various processes for effective utilization of various recruitment options.
GS-09 Present recommendations in writing to District Leadership on a variety of workforce management tasks.
GS-09 Assist various levels of District Staff to secure necessary documentation for complete Hiring Packages.
GS-09 Monitor and track manpower requirements more independently and identify areas of concern.
GS-09 Identify program deficiencies and propose solutions to Hiring Managers for resolution.
GS-09 Assist with Workforce Management tasks for a variety of tasks supporting our customers.
GS-09 Support the organization with staffing needs and more clearly identify problem areas.
Requirements

FOR THE MANAGEMENT AND PROGRAM ANALYSIS GS-07 POSITION:
Specialized Experience: One year of specialized experience which includes 1) Compiling guidance concerning program requirements or administrative matters to assist managers/staff with workforce management decisions/actions; 2) Reviewing routine human resource-related documents to identify and/or correct discrepancies; and 3) Using automated human resource information systems to deliver personnel management products or services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
FOR THE MANAGEMENT AND PROGRAM ANALYST GS-09 POSITION:
Specialized Experience: One year of specialized experience which includes 1) Using automated human resource information systems to deliver personnel management products or services; 2) Reviewing personnel action submissions for accuracy and regulatory compliance; and 3) Researching new or revised guidance to advise managers/staff on workforce management programs/processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-07 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. (GS-05)
GS-09 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. (GS-07)
This recruitment provides promotion opportunity to the target grade of the position (GS-11) without further competition when selectee is eligible and recommended by management.
