This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Salisbury VA Medical Center (VAMC), in Salisbury, North Carolina, within the Outpatient Administrative Support Section of the Health Administration Service (HAS). This position serves as the Section Chief of the Outpatient Administrative Support Section.
Duties
Manages and leads the programs related to Outpatient Administrative Support, which include, but are not limited to: medical support staff for Primary Care, Specialty Care, and Mental Health clinics; management of the EWL/VCL; etc.
Assists with orienting and advising physicians, residents, and interns on VA regulations, policies, and procedures pertaining to patient care medical administration matters, and serves as a Team Advocate when current policies impair efficient and effective patient care.
Performs/carries out the following supervisory duties: plans the work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for the completion of work.
Has regular meetings with subordinates in different sites of care to plan for daily, weekly, and long term needs and to adjust schedules accordingly.
Assigns work to subordinates based on priorities, the selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Serves as a first line supervisor to supervisory subordinates and as a second line supervisor to non-supervisory subordinates and is responsible for their performance plans/standards, evaluations, and ratings.
Recommends appointments, promotions, or reassignments to such positions; hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager.
Identifies developmental and training needs of employees, providing or arranging for needed development and training.
Works with subordinates on personal developmental needs and service level education required for proper job success.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-9 Level
Specialized Experience: One (1) full year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: would typically include but limited to: experience involved in applying specific rules, regulations, or procedures to issues that affect the overall accuracy, quality and timeliness of the final work produced by the staff. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related if related that demonstrates the knowledge, skills and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2-years of graduate/Masters level education.
GS-11 Level
Specialized Experience: One (1) full year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with patient administration, inpatient and outpatient eligibility criteria, medical record content and formatting, and related fields of medical administration sufficient to appropriately plan, organize, and direct team accomplishments; developing and analyzing reports; applying both qualitative and quantitative analyses of various program objectives; Experience with VHA Scheduling Directive and of all of the processes such as the Recall System and New Enrollee Appointment Request (NEAR) list, to ensure compliance with scheduling applications, auditing requirements, established timelines, etc., and to address organizational effectiveness.
Education: Successfullycompleted a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2-years of graduate/Masters level education.

Physical Requirements: The work of this position is primarily sedentary, but does occasionally require some short periods of walking, bending, stooping, and carrying of light objects, such as manuals, documents, etc., weighing no more than 20 pounds. Occasional travel is required. No special physical demands are required by the work of this position.
