This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Salisbury VA Medical Center (VAMC), in Salisbury, North Carolina.
Duties
Manages and leads the programs related to Administrative Management of Emergency Department Administrator on Duty (AOD) personnel.
Performs the full range of supervisory duties such as planning work to be accomplished by subordinates, setting short-term priorities, and preparing schedules for the completion of work.
Assists with orienting and advising new AOD personnel on VA regulations, policies and procedures pertaining to patient transfers, bed management and all other medical administration matters.
Creates, maintains and completes Performance Plans, mid-year appraisal and end of the Fiscal Year Performance Appraisal submissions.
Maintains the Administrator on Duty schedule and coordinates the Annual Leave Posting for AOD group.
Coordinates and supports mechanisms for the successful entry of data with regards to Eligibility and Enrollment for new Veteran enrollees, transferring patient to other VAs and civilian medical centers, and Gains and Losses for the Facility.
Develops and manages databases necessary for tracking admissions and discharges in coordination with the Transfer Coordinator staff, to support all after hours transfers and admissions.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in management of personnel such as assigning workload, conducting performance evaluations, identifying training needs and/or involved in employee selection process. Assists leadership by advising, making recommendations, developing policy, guidance, or procedures. Conducting quality assurance/process improvement evaluations. Effectively communicate with leadership and team members. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond successfully completed high school education.

Physical Requirements: The work of this position is primarily sedentary, but does occasionally require some short periods of walking, bending, stooping, and carrying of light objects, such as manuals, documents, etc., weighing no more than 20 pounds. Occasional travel is required. No special physical demands are required by the work of this position.
