This position is located in the Veterans Administration (VA), Mid Atlantic Healthcare Network (VISN 6), Medical Centers (MC), aligned under the Chief of Staff (COS) office. The purpose of the position is the serve as an advisor for the local VA health care system and affiliated Health Care Centers and Community Based Outpatient Clinics; to provide strategic recruitment and retention (R&R) analyses for short and long-range forecasting to health system leadership and service line managers.

Duties

Major duties include but not limited to: Develop policies, procedures and initiatives which impacts the patient service and treatment delivery. Manage recruitment and program operations, organizing work and setting priorities Support the COS and works in conjunction with the HR to craft operational program guidance to ensure that recruitment/retention strategies are planned, developed, and implemented to identify, prevent, and correct Provider staff shortages, which directly influence the care provided to our Veteran population. Provide program guidance as well as develop responses to VA reports in conjunction with the COS Management/support staff. Reviews and analyze workload data throughout the aligned COS services and make recommendations regarding resource utilization. Provide direction, and guidance for service Managers, and/or Chiefs and staff on issues related to the applicable Title 38 occupations Assist with overcoming and resolving the VAHCS's recruitment and retention barriers, problems and issues that often involve conflicting or incomplete information. Evaluate techniques, which may require modification to satisfy an extensive range of variables within the facilities local labor markets and correlating partners, such as HR, C&P, OH, and or Fiscal. Assist with the recruitment process from developing innovative marketing plans, advertising, analyzing applicant's credentials, to providing guidance on Title 38 laws and regulations pertaining to employment requirements, promotion, and qualification standards, as outlined by HR Review applications, provides consultative feedback to appropriate staff and the applicant, as warranted. Work Schedule: Monday-Friday 08:00AM-4:30PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-011 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 planning, managing, and evaluating programs, projects or study activities related to telehealth. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Education at the graduate level in an accredited college or university meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work (e.g. must have been gained in a school curriculum qualifying for the position being filled). One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR, Combination: Applicants may also combine education and experience to qualify at this level. Must possess equivalent combinations of specialized experience and education described above that meets 100% of the requirements for this position. Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements for the grade levels specified above, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used). The following are examples of how education and experience may be combined. They are examples only, and are not all-inclusive. The position to be filled is a Program Specialist, GS-0301-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in business administration. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.) Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
