You will serve as a PROGRAM ANALYST (PROJECT MANAGER) in the MOBILE AND INTEGRATION THREATS SYSTEM DIVISION, THREAT/TARGET SYSTEMS DEPARTMENT of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will analyze software project management requirements or environment.
You will identify project documentation requirements and procedures.
You will lead a team in designing and/or conducting analytical studies, cost-benefit analyses, or other research.
You will lead configuration control efforts for projects to include interfacing with the Configuration Data Managers (CDMs) and help manage the change process for assigned projects.
Requirements

- Generally, current federal employees applying for STRL jobs must serve at least one year at the next lower pay band. This requirement is called time-in-band. Time-in-band requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- MSP/PPP applicants must currently hold the required security clearance.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
DA-05
Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following related duties: 1) Understanding of advanced project management methodologies; 2) Managing cost, performance and schedule to include quality control metrics using Microsoft Project and Microsoft Excel; 3) Demonstrating the ability to lead projects involving multiple organizations.
DA-04
Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following related duties: 1) Understanding of advanced project management methodologies; 2) Assisting in managing cost, performance and schedule to include quality control metrics using Microsoft Project and Microsoft Excel; 3) Assisting in leading projects involving multiple organizations.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
DA-04
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
