This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, Division of Policy and Shortage Designation, Shortage Designation Branch. Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. Major Duties As a Lead Management Analyst, you serve as a Team Lead providing technical expertise with responsibility for planning, coordinating, and evaluating assigned initiatives. Your major duties and responsibilities include: Researching and applying a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products. Consulting with the Branch Chief, Division leadership and other key staff to establish organizational goals and objectives for service polices. Planning, developing and continuously evaluating program operations and personnel to provide exemplary service to internal and external stakeholders. Serving as agency expert and coordinator in providing education, technical assistance, advice and guidance relative to health workforce policy, legislation, regulations and budget matters. Overseeing and monitoring team of analysts in production, drafting, and revision of policy documents, including responses to appropriators and Congressional staff. Coordinating and communicating with regional and state-level stakeholders, such as the Primary care offices, to review and evaluate program effectiveness and compliance with regulatory mandates. Providing guidance and resources in using various resources such as HSPA find, the Electronic Handbook, and HRSA Data Warehouse to confirm accurate information, review program eligibility, and ensure a high degree of data integrity. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

QUALIFICATION REQUIREMENTS: In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis: Developing and implementing new and/or improved management processes and systems based on findings from workgroups, surveys, and interviews. OR Overseeing management processes and systems to ensure compliance with federal, departmental and agency management practices, policies, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
