The primary purpose of this position is to serve as a program analyst, evaluator, and advisor to management and key internal/external agency stakeholders; the incumbent will be responsible for planning, evaluating, and/or improving the effectiveness of administrative operations, management operations, and technical programs.
Duties
Analyzing and evaluating the effectiveness of programs in meeting goals and objectives.
Conducting analysis and preparing reports related to program activities for strategic decision making.
Overseeing and managing specific programs with organization by setting clear program goals and objectives in alignment with broader strategic initiatives.
Communicating and providing written correspondence with stakeholders and co-workers.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes developing plans, goals and objectives; analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; and researching, implementing process improvement and investigating problems to recommend corrective action. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. NOTE: You must submit a copy of official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and specialized experience described above; therefore, I believe I have the ability to successfully perform the duties of the position.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to analyze complex data sets, draw meaningful conclusions, apply analysis, evaluation, fact- finding, and investigative techniques to gather data, identify significant factors, and recommend a solution from several alternatives.
2. Skilled in coordinating resources and timelines to ensure successful program implementation.
3. Ability to provide leadership with insights to support strategic decision-making processes.
4. Knowledge of management analysis principles, concepts, and theories and the standard practices, methods, and techniques to perform complex but well-precedented assignments.
5. Ability to communicate clearly and concisely with technical accuracy, both orally and in writing, and work professionally with peers and management-skilled in effectively communicating technical information to diverse audiences.
6. Ability to build and maintain positive relationships with internal and external stakeholders.
7. Skill in identifying issues and proposing effective solutions by using knowledge of evaluating and improving organizational policies and procedures.
8. Ability to manage multiple projects and deadlines while maintaining quality and accuracy (Time management and prioritization).
WORK ENVIRONMENT: The work areas are adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions in such places as research and production facilities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
