Duties
As a Human Resources Specialist at the NH-0201-3 some of your typical work assignments may include:
Provides overall advice and assistance on employee relations, discipline, adverse actions, grievances, performance management and
recognition, employee counseling, and related functions.
Responsible for providing assistance to managers and supervisors in carrying out their mission within the constraints of applicable laws, regulations, and policies regarding employee and supervisor rights and obligations under law, regulation, and negotiated agreements.
Applies employee relations principals, regulations and case law; determines the appropriate course of corrective action and persuades management to take appropriate action to address employee misconduct issues and to rehabilitate employees in a consistent and
equitable manner.
Plans and carries out projects and studies to identify and resolve problems pertaining to various HR program areas including performance
management and other special programs such as drug testing, reasonable accommodations, and anti-harassment.
Interprets policies and provides advice on other personnel issues such as hours of work, leave administration, workplace violence, etc.
Processes complaints, appeals, and grievances and that fall within scope of responsibility. Serves or participates as a representative on hearings before arbitrators, Merit System Protection Board (MSPB) hearings, and any other third party dispute requiring ER representation.

Qualifications
You may qualify at the NH-03/GS-13 if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/GS 11 grade level in the Federal service:
Experience providing human resources advice and assistance relate to employee/labor relations principles, concepts, regulations, and practices, and analytical methods and techniques; AND
Experience developing recommendations and providing consultation services on sensitive Federal civilian employee relations matters, and technical advice and guidance to supervisors and managers on complex Federal employee relations matters, such as disciplinary actions including suspensions and reprimands, reasonable accommodations and performance issues; AND
Experience with development of Federal ER related correspondence, communications, and memorandums legal review/concurrence
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
