Duties

This Program Analyst position is located Security Operations (SO), Administrative Services (AS), Executive Correspondence (EC), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Analyzes and evaluates program areas to determine areas in which progress is unsatisfactory and to determine courses of action to remedy deficiencies. This includes continuous review of periodic progress reports, special reports, correspondence, etc., from other government agencies and activities, and functional elements. Applies a wide range of qualitative and quantitative methods for the assessment of the programs and identifies areas needing special emphasis or improvement. Develops and provides effective methods to task, review, and assess support work, solves managerial and financial problems, answers a wide range of formal and informal questions and data calls from all levels of operations, management, customers, and performers, evaluates support work (taking corrective action as required) and assures that management objectives are understood and met, within the scope of delegated authority and available resources. Analyzes existing policies or practices to identify any inconsistencies and recommends practical solutions. Develops new policies, procedures and methods required for the administrative management, control, and maintenance of assigned programs. Uses automated systems and database to develop supporting narrative and statistical data to justify and defend TSA budget requirements for assigned programs. Conduct complex studies/assessments that require extensive data gathering, analysis and interpretation. Formulate projects and recommend assessment criteria for the evaluation of TSA operational programs and contributes to the performance of meeting mission requirements. Provides advice and assistance to staff with respect to current status, current and long-range project objectives, plans, policies, broad project problems, etc., to assist in the making of management decisions leading to improved planning and operation. Resolve issues and concerns of special projects. Communicates with internal and external managers as well as representatives of other government agencies and private industries to obtain information and provide guidance on critical funding/program issues and make recommendations affecting the major programs. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G and H Bands) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), an applicant must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying analytical methods and techniques in performing varying assignments. Organizes work, sets priorities, monitors and evaluates the progress and outcomes of office assignment; anticipates potential challenges or opportunities. Providing advice and guidance on programs and policies. OR Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position. OR Three full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related. OR Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Providing administrative support including, scheduling, and document review; and Reviewing and analyzing program data to ask questions, make decisions and develop strategies to improve program performance; and Coordinating and/or consolidating data and generating summary reports for executives. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Providing administrative support including scheduling, and document review; and Reviewing and analyzing program data to ask questions, make decisions and develop strategies to improve program performance; and Coordinating and/or consolidating data and generating summary reports for executives; and Utilizing an advanced knowledge of management and administrative practices, concepts and analytical methods to plan, execute, revise and advise on management and administrative policies, procedures and programs and to identify problems. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
