The incumbent will report to the Office of the Chief Information Officer (OCIO), Immediate Office at the U.S. Department of Education (ED) in Washington, DC. The incumbent performs a wide variety of technical, adminstatrive and analytical duties connected with the formulation, review, justification, execution and presentation of the office's budget.
Duties

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Budget Analyst, GS-0560-13, you will be responsible for:• Assists in setting the plans, policies, and procedures for formulating and executing the office’s budget. • Assists supervisor and senior staff with projecting costs of current and future fiscal year’s activities. Formulates, executes and monitors annual, multi-year and no-year budget. • Consolidates and prepares budget submissions for several divisions within the office and coordinates required budget activity meetings. • Analyzes the office’s budget for reasonableness and consistency and ensures compliance with organizational priorities to develop operating plans to formulate budget submissions and execute funding requests.• Provides management and senior leaders with financial information, including financial reports. Uses budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments.• Reviews obligations, expenditures, unobligated orders and available balances to ensure they are properly maintained, supported, and documented.• Provides advice, assistance, and guidance to all levels of management on budgeting and procurement-related information and conducts related analyses, reviews, and special studies.• Approves micro-purchases, such as the acquisition of supplies, training, and other small contractual services.• Manages obligations, expenditures, reimbursable orders, and requests for allotments to ensure funds availability is consistent with organization’s annual acquisition plan.• Assists with preparation and execution of reimbursable interagency agreements and IPACs (Intragovernmental Payments and Collections).• Researches, interprets, and applies travel regulations, requirements, and procedures, and serves as the office’s travel approver and a source of related budgetary information. Resolves system’s and funding issues.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-13/14, if you possess the specialize experience.Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:1. Experience managing federal budget formulation, execution and presentation.2. Experience analyzing budgetary data and preparing budgetary reports for dissemination to stakeholders.3. Experience monitoring and coordinating activities related to a contracting budget.
Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Specialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:1. Experience working with budget processes, laws, regulations, policies and procedures governing administrative appropriations.2. Experience formulating, justifying and executing major administrative appropriations.3. Experience analyzing a contracting budget and administrative expenditures to develop multi-year budget plans and forecasts.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Ability to apply Federal principles of Appropriations Law to determine whether planned obligations and expenditures are appropriate.
