This vacancy is for a Survey Statistician position in the Office of the Chief Information Officer located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties
Apply enterprise protocol for collection, maintenance, and completion of requirements tools and discipline to accomplish work.
Seeks innovative solutions to problems to improve efficiency and reduce costs and staff time; deadlines are met.
Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives.
Analyzes management information requirements. Develops, analyzes, and evaluates new or modified program and/or management policies, regulations, goals, or objectives.

Qualifications
For permanent Census employees, this is a competitive temporary opportunity not to exceed (NTE) 5 years; this temporary appointment may be extended or terminated earlier. At the conclusion of the temporary appointment, the permanent Census employees will return to their position of record.
For all other Department of Commerce (DOC) employees, this is a competitive temporary appointment opportunity not to exceed (NTE) 1 year, this temporary appointment may be extended or terminated earlier.
At the conclusion of the temporary appointment, the permanent Census employee will return to their position of record.
Basic Requirements: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

Combination of education and experience -- courses as shown in above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: leading and facilitating communications with internal and external customer and Senior leadership, escalating issues through a chain of command for expedient resolution; communicating with project teams, stakeholders, senior leadership and other project participants regarding project work; and working with various customers and staff to gather information, prepare findings, and present results or recommendations.
Education cannot be substituted for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
