This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Serve as technical expert and assist the Director of Public Works and Installation Commander on US Army Garrison, Hawaii.
Plans and establishes short and long-term objectives for the program and ensures execution of policies support the Army mission.
Develop local policies for implementing 32 CFR Part 651, Environmental Impact Analysis of Army Actions.
Formulate plans through interpretation of higher echelon policies and regulations.
Collaborates with environmental managers in developing plans, policies and procedures.
Interpret technical policy, procedures and regulation by providing advice to resolve problems.
Prepares correspondence and technical reports for regulatory agencies and higher headquarters.
Requirements

- This position requires temporary duty travel (TDY) of 10%.
- This position requires a valid Driver's License.

SPECIALIZED EXPERIENCE: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes maintaining planning, implementing, and monitoring local environmental compliance programs and services, and preparing environmental documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
