You will serve as a Safety & Occupational Health Manager in the Environmental Safety & Health Office of SUPSHIP.

Duties

You will manage, direct, control, monitor, interpret, and seek resolutions to all matters pertaining to the effective planning and conduct of the Occupational Safety and Health (OSH) and Environmental Quality (EQ) Programs. You will be responsible for determining the direction of the Environmental Safety and Health (ESH) Office and is accountable for the effective implementation and conduct of ESH Programs. You will represent SUPSHIPNN on scientific and technical matters pertaining to OSH and the environmental quality with representatives of NAVSEA, other government agencies, state, local, and civic authorities, and members of the public. You will advise on the interpretation and implementation of (and compliance with) environmental and OSH policy directives and programs that embrace a range of subjects directly indirectly concerned with personnel/public safety. You will develop ESH policy, goals, program plans and metrics. You will determine and allocate personnel and fiscal resources, and ensure efficient coordination of effort among other directorates. You will review new or revised policy directives or program materials of higher headquarters or regulatory agencies and determine applicability and scope of impact on ESH programs (including operations in private shipyard facilities). You will develop and issue procedural guides or instruction for implementation and compliance by the Command and ship's force located at assigned shipyard contractor facilities. You will establish operation and maintenance standards for new or unusual work operations having potential adverse impact on governmental personnel/property safety or the environment. You will recommend corrective action to ensure total compliance. You will develop training programs and prepare training materials for internal ESH training. You will plan work to be accomplished by subordinates and set immediate priorities. You will evaluate work performance of subordinates. You will give advice, counsel, or instruction to employees on both technical and administrative matters.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector analyzing operational processes or procedures to support the administration or execution of an occupational health or safety program in a shipyard environment to ensure compliance with established federal rules and regulations.
