Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Program Analyst within the Administration for Children and Families' Office of Legislative Affairs and Budget (OLAB),), you will use your knowledge of and experience overseeing and coordinating legislative and regulatory affairs for human service programs within the Administration for Children and Families by:
Serving as an advisor to the Division Director on all aspects of legislative and regulatory policy and congressional affairs.
Designing, developing and coordinating analytical reports and documents involving the planning, implementation and assessment of legislative and policy programs on a nationwide basis.
Preparing or assisting in the preparation of various policy related documents including letters, regulations, briefing materials, testimony, etc.
Analyzing regulations, Executive Orders, directives, etc., and modifying internal policies and procedures or develops new guidance to ensure compliance.
Responding to inquiries from members of Congress and their staff to ensure the flow of information on a day-to-day basis between ACF and Congress on complex policy and operational issues.
Serving as a liaison to the Government Accountability Office (GAO) and HHS Office of Inspector General (OIG).

Qualifications
Minimum Qualifications: You must have one year of specialized experience. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing at least three (3) of the following:
Reviewing and analyzing federal agency legislation and regulations.
Conducting legislative and policy reviews and analysis in the area of national social welfare policy;
Interpreting and utilizing authoritative knowledge of statutes, regulations, executive orders, OMB requirements, and Congressional rules associated with legislative policies and procedures; AND
Reviewing Government Accountability Office (GAO) draft reports for implications on federal programs.
