Duties
This position is located in the Office of Information Technology Management (OITM) and reports to the Chief Information Officer (CIO). The incumbent serves as the Deputy Chief Information Officer (DCIO) to provide leadership for conducting information and technology management programs in support of the National Endowment for the Arts (NEA). The OITM provides direction, coordination, and oversight of all Agency information management and information technology (IT) resources, including budget, capital planning and investment management (CPIM), Portfolio Management (PFM), cyber security, infrastructure, service desk, privacy, project management, continuity of operations planning (COOP) and personnel, as well as applications development to enhance the productivity and efficiency of Agency programs and operations. In this capacity, you will:
-Be responsible for IT governance, establishing goals and measuring the progress of projects and activities.
-Assuring that NEA information management is integrated with Agency strategic plans, priorities, and efforts.
-Ensuring that all Agency information resources are utilized as effectively and efficiently as possible.
-Administering the full range of information technology and administrative management functions associated with the internal management of OITM and its contracts.
-Serves as the senior contracting officer representative (COR) for all IT contracts and is responsible for providing IT management, planning, Agency coordination, program management, CPIM, budget, data calls, score cards, advising the CIO, and representing the CIO upon direction.
Qualifications
Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below.
Basic Requirement:
You must have IT-related experience demonstrating each of the following four competencies:
(1) Attention to Detail- Developing IT policies and plans.
(2) Customer Service - Recommending changes to IT plans and strategies;
(3) Oral Communication- Clearly communicating goals and expectation for IT projects/program activities; (4) Problem Solving- Developing strategies that help improve IT policies and planning.
AND
Specialized Experience: You must have at least one year of full-time specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service, with experience in performing the following duties:
1) Providing leadership for conducting information and technology management programs;
2) Providing IT governance and establishing goals and measuring the progress of projects and activities;
3) Administering the full range of information technology and administrative management functions;
4) Serving as a contracting officer for IT contracts; and
5) Providing leadership in IT management and planning, including working with cyber security to ensure a secure computing environment.
