Duties

This Supervisory Program Analyst position is located Security Operations (SO), Domestic Aviation Operations (DAO), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Serves as a supervisor within the division and provides technical leadership, direction, and management advisory services to subordinate staff; oversees a variety of major program functions; and establishes program/project goals, policies, and procedures. Evaluates existing program effectiveness and participates in the formulation and implementation of agency/division plans, programs, policies, and objectives utilizing advanced knowledge of both quantitative and qualitative methodology. Designs, leads, and conducts various complex and in-depth studies that guide leadership and influence workforce management decisions. Develops and implements new program performance systems or process improvement methodologies which further advance the goals of the division/branch. Facilitates plans for new projects and initiatives assigned to the division. Coordinates the delivery of programmatic services required for collaborative effort with stakeholders to achieve domestic aviation's overall mission, goals, and objectives. Collaborates with HQ or field personnel on the advisement and implementation of processes such as advancing program initiatives, ensuring ongoing field operations and activities are accomplished in accordance with workload and program requirements, and enhancing operational capabilities while simultaneously meeting the requirements of TSA within a diverse working environment. Participates in the development and administration of innovative division programs that are tailored to the requirements of effective strategic planning, contingency planning, and performance integration. Serves as the first-line supervisor and directs all aspects of the work of subordinate employees including planning, assigning, reviewing, and evaluating work and performance, setting priorities, coaching and employee development, approving leave and recommending and/or approving disciplinary actions. Resolves routine problems that typically impact the objectives of the team, identifies, plans, organizes, and manages available resources to accomplish project/program activities, and makes optimal use of resources to complete activities within established schedules requesting additional resources as deemed appropriate. Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Requirements

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Providing policy and operational direction regarding new programs and initiatives. Designing and implementing in-depth studies that guide leadership decisions. Collaborating with HQ and field personnel to advise on new procedures and policies. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
