As a Human Resources Specialist at the GS-0201-13, you will be part of Workforce Policy and Innovation, Office of Personnel Management. If selected, you will be responsible for providing operational assistance in all functional areas pertaining to executive resources, as well as, providing consulting and technical advisory services to Agency executive resources counterparts.

Duties

Provides oversight for policies and programs that benefit Federal employees, and participates in the design, development, and promulgation of merit-based systems, policies and programs to recruit, develop, motivate, and retain members the Federal Government. Plans and accomplishes the full range of executive personnel administration areas and maintains cognizance of the status of executive resource management. Provides expert advice, leadership, technical assistance, tools and programs to meet agency needs and initiatives. As an OPM representative, provides technical guidance and leadership to senior officials of agencies in a variety of initiatives and programs. Serves as a strategic consultant, subject matter expert, and technical authority providing operational support and services in multiple work areas.

For the GS 13: You must possess at least one full year (52 weeks) of experience comparable in scope and responsibility to the GS-12 grade level or pay band in the Federal service (obtained in either the public or private sectors) providing expert technical advice and assistance to agency counterparts through the interpretation of policies and precedents and resolving concerns; monitoring and keeping abreast of recurring changes in legislation affecting program areas; and mentoring less experienced employees to include providing technical guidance, on the job training, review of work, etc. Note: Your resume must fully support this experience. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
