The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties

Lead and oversee the planning and completion of assessments to evaluate IC progress towards mission and enterprise objectives and determine how well the IC is postured for future environments. Provide analysis and recommendations to ensure that ODNI and IC element plans and programs align with objectives of the strategic plan. Advise and engage senior IC leadership on strategic priorities, opportunities, gaps, and interdependencies to link resources to strategy; lead and oversee the communication of emerging strategic issues and trends, independently evaluate against IC strategic elements, and make recommendations for improvements. Lead teams using analytic and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. Lead teams conducting in-depth, detailed analysis and evaluation of the NIP investments to independently document resource utilization, efficiency, productivity, and cost effectiveness levels. Advise the Director of National Intelligence (DNI) on matters pertaining to NIP and MIP resource management through strategic planning, independent analyses, and program evaluation. Advise senior leaders on the effectiveness of government programs and operations. Lead, initiate, cultivate, and maintain productive working relationships with senior counterterrorism officials and policymakers across the IC and United States Government (USG) to develop strategies, coordinate evolving requirements, and promote the implementation of mission and enterprise objectives. Lead and oversee efforts to engage senior IC and USG leadership on strategic priorities, intelligence needs and gaps, and interdependencies in order to link resources to strategy. Maintain productive working relationships with colleagues across the counterterrorism enterprise, including the National Security Council staff. Lead and oversee the planning, development, and production of strategic guidance for the allocation of resources, investment planning and programming staff elements and activities. Lead, plan, and prepare reports, briefings, and presentations to Directorate of Strategic Operational Planning, NCTC, and ODNI leadership, senior policymakers, and senior USG officials in a manner that meets their specified requirements. Provide expert analysis and recommendations that ensure counterterrorism strategic plans and programs align with strategic objectives. Partner with ODNI staff, Functional, Mission, and Enterprise Managers, and IC elements to promote implementation of mission and enterprise objectives.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Expert knowledge of the IC and its components, missions, and interrelationships, including a superior ability to lead broad-based teams regarding key IC issues. Superior program management, analytic, and critical thinking skills, including superior ability to conduct program and management assessments, to identify needs and requirements, and to develop non-linear process improvement recommendations for implementation across the IC. Expert knowledge of and experience with the IC analytic organizations' structures, missions, priorities, and resources. Superior ability to apply quantitative and qualitative analytic techniques to lead teams evaluating and recommending appropriate alternatives to complex issues. Superior representational, oral and written communication skills, including a superior ability to produce clear, logical, and concise products. Expert experience examining program/project successes and failures and making expert recommendations to improve products and services; superior ability to deal with service failures and prioritize customer needs. Superior ability to provide leadership, oversight, and guidance to the effective management of complex projects; superior ability to manage and mitigate risks, assess customer requirements, identify dependencies, and develop responsive project plans. Superior ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents. Expert ability to evaluate strategic trends, strategy and implementation plans, results, and programmatic data, propose innovative solutions, and implement change. Expert ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues; expert ability to identify, articulate, document, and mitigate knowledge gaps or alternatives approaches. Expert organizational and interpersonal skills to facilitate diverse forums, manage competing priorities, and advocate new ideas/concepts/processes. Superior ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC and US Government. Ten years of experience leading in any of the following: programmatic management, resource management, strategic planning, systems analysis, evaluation techniques, or performance management. Bachelor's degree or equivalent experience as determined by mission specialty area.
