The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
Lead and oversee efforts to vet, coordinate, and execute engagements for agency leadership (DNI and PDDNI) with external customers and partners, to include foreign liaison, academia, military, private sector, and other federal, state, and local partners.
Lead and oversee efforts to coordinate and execute travel for the DNI and PDDNI.
Oversee the management of the budget and expenses associated with executive travel, gifts, and representational events.
Lead the planning, development, and oversight of the implementation of interagency activities and programs by coordinating and integrating the competing requirements and priorities of multiple stakeholders to ensure their effective cooperation and collaboration.
Guide, plan, direct, and orchestrate inter-agency and cross-directorate collaboration on programs and objectives and evaluate and assess these efforts to ensure that they are successful.
Engage in and facilitate intelligence integration and effective coordination between the organization, U.S. Government agencies, and other partners, and in so doing improve leadership support, unit performance, and staff procedures.
Lead, plan, promote, and share information and knowledge within ODNI, across the IC, and with other government agencies, and in doing so, effectively recognize, value, build, and leverage diverse and collaborative networks within these organizations.
Guide the planning, preparation, and presentation of briefing papers, meeting guidance, and other related information on partner information sharing issues, partner relationships, and policies for senior leaders.
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.
Qualifications
Mandatory Requirements:
Expert experience directly supporting agency executives/cabinet-level officials with both administrative and complex substantive tasks.
Expert experience planning, coordinating, and executing agency executive/cabinet-level official travel requirements, to include substantive matters as well as administrative, logistical, and security arrangements associated with executive travel.
Expert experience vetting, coordinating, and executing external engagements for executives/cabinet-level officials.
Expert experience interacting with internal and external IC partners and stakeholders, within the domestic and international fields, to coordinate complex requirements and achieve mission objectives.
Superior ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Expert experience with and knowledge of the IC, policy, operations, and situational awareness.
Expert knowledge and extensive experience working with individual partners including foreign, military, federal, state, local, tribal entities, and/or private sector partners.
Expert experience and knowledge of inter-agency coordination and operations to sustain effective working relationships with other U.S. Government departments, agencies, and centers.
Expert experience and knowledge of effective working relationships with foreign governments (i.e., intelligence services, law enforcement, military, ministries, etc.) with emphasis on counterintelligence, security procedures, and official policy guidelines on relationships with foreign liaison service.
Superior ability to lead and support cooperative relationships within the U.S. Government and partners in protecting the U.S. and its interests abroad.
Superior ability to develop effective plans for complex interagency projects, taking into account a diverse range of considerations and ensuring that the activities can be successfully completed.
Superior ability to manage sensitive matters and/or complex problems, make key contributions to group efforts, and exercise appropriate leadership and initiative.
Superior interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment.
Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as demonstrated ability to integrate and build upon diverse opinions in a manner that encourages the development of integrated solutions and way ahead strategies.
Education
