As Supervisory Management & Program Analyst, you will serve as the Team Director of the Resource Management Team within the Office of Research Services (HRRS) and administer business management and logistical support activities for the Federal Highway Administration’s (FHWA) Office of Research, Development, and Technology (RD&T) at the Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience providing one or more of the following skill-sets to include leadership and management of operations, administrative, financial unit strategic planning and human resources functions to support the mission of an organization. Experience providing strategic guidance to agency leadership regarding policy, programs and priorities. Experience leading and/or managing a diverse workforce to support the mission of an organization. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
