The primary purpose of this position is to serve as a budget analyst for the PACAF Director of Air, Space, and Information Operations Directorate. In this capacity, works with the Chief of Resource Management in performing a wide variety of planning, programming, and budgeting functions that involve the formulation, execution, and analysis.

Duties

Incumbent provides technical advice and performs budget formulation work involving preparation of detailed analyses of annual and multi-year budget estimates, submissions, and updates for assigned programs into consolidated budget requests as required by PACAF/FMA and PACAF/A3. Directs, coordinates and controls the collection, retrieval and processing of budgetary data; assists management in the monitoring of HQ PACAF/A3 responsibilities for planning, programming, and funding of all PACAF operations and battle management communications-computer systems (C-CS) contained in related Program Objective Memorandum (POM) activity. Devises and recommends the adoption of procedures of implement budgetary processes, policies, and regulations issued by MAJCOM, AF, OSD(C) and other headquarters with direct fiscal influence on command financial oversight management. Conducts analyses, reviews, adn performs special studies of budget and programming requirements and assess the long-term effects of budget guidelines, such as new or revised legislation, programming Decision Memoranda (PDM), and Program Budget Decision (PBD), on assigned programs.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements
  • Incumbent must be able to travel by commercial carrier, worldwide on a periodic, unscheduled basis
  • This is a Term position NTE 36 Months

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other AF, MAJCOM, and installation guides which apply to assigned organizations and programs; sources. types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and/or refunds); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes, and knowledge of mission, functions, goals, objectives, work processes, and source of funding pertinent to installation programs/organizations. 2. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data, and knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks. 3. Knowledge of Planning, Programming, Budgeting, and Execution (PPBE) activities and processes to include the ABIDES database which contains historic and current future years defense program (FYDP); capable of engaging in POM build activity as might be required and as relates to current activity within the Future Financial program of the Department. 4. Skills in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of change in program plans and funding, and skill in formulating, justifying, and/or executing assigned budget/programs. 5. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. 6. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
