The primary purpose of this position is to serve as a command level senior expert MAJCOM Budget Analyst performing formulation and execution activities in support of HQ Pacific Air Force (PACAF) missions and requirements. As the technical expert, develops and promulgates budget formulation and execution policies and procedures to all PACAF Wings, Centers, and Directorates requiring funding.

Duties

Command-level senior analyst at HQ PACAF performing budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for one or more future budget years, for inclusion in MAJCOM Program Objective Memorandum (POM), Program Budget Review (PBR), President's Budget Decisions (PBDs), Execution Plan (EXPLAN), and execution submissions. Performs thorough budget execution work involving monitoring funding obligations, funding expenditures, and the administration and review of requests for allotment of funds for distribution to programs across PACAF Wings, Centers, Directorates, Joint Services, and organizations at multiple locations for all appropriations (i.e. O&M, investment, procurement, etc.). Prepares budget guidance and serves as the resident expert of assigned programs including all Pacific Deterrence Initiative (PDI) and Operational Imperative - 5 Resilient Basing funding. Provides comprehensive financial advice on budget related matters such as types of funding available, effects of budgetary changes on related activities, status and use of funds, etc. Analyzes budget and/or related information. Utilizes common budgetary methods and techniques, applies basic statistical formulas, and contrasts/compares current and historical budget and program data for the same or closely related programs to accurately discern trends in spending and anticipate needs for funds or reprogramming actions.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours
  • Must be able to obtain and maintain a Secret Security Clearance
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • A Cost-of-Living-Allowance (COLA) will be added to the stated salary. COLA is subject to change without notice

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the concepts, principles, practices, laws, regulations, and policies of budgeting for a substantive national program or agency business area and expenditure of Federal Funds. Knowledge and understanding of agency, DoD, OMB, and Congressional budget execution processes and practices along with the ability to develop, implement, and advise on agency-wide policies and controls for the obligation and expenditure of funds. Knowledge of the financial management disciplines in accounting, budgeting, resource allocation, and execution practices, including financial processes of DoD, OMB, and Treasury. Skill in applying expert knowledge of the financial and budgetary relationships between the subordinate and the most senior level of financial management and budgeting within the military command and in effective and tactful briefing techniques in order to present findings to high-level government executives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of financial management and budgetary administration methods, practices, procedures, regulations, policies, and processes. Mastery knowledge at various organizational levels of the commonly used agency budget administration, procedures, regulations, precedents, policies, and guidelines for providing procedural guidance on budget administration. Comprehensive knowledge of Office of Management and Budget (OMB), Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines and regulations to include briefing formats and requirements. Knowledge of computerized budget system(s) and ability to methodically develop new methods and techniques of budgeting applicable to the forecasting of long-range funding needs. Expert skill in the selection and application of a variety of analytical methods and techniques to cost/budgetary work/processes. Ability to communicate clearly and effectively both orally and in writing to justify, defend, present and advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
