The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Financial Analysis Division, Integration Branch (FMAI).
Duties
Plans, organizes, and directs the activities of Integration Branch (FMAI) ensuring that PACAF budget programs complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.
In the role of command advisor for financial matters, provides advisory service to the PACAF Comptroller and command leadership including the Commander of Pacific Air Forces Command.
As a senior analyst at the command level, is responsible for planning, organizing, and directing the activities of the Financial Management Analysis Integration Branch.
Performs special assignments and projects as required. Identifies the need for and performs analysis supporting special projects and studies (prior year fund analysis; contractor in-sourcing drills, intercommand fund transfers etc.). Establishes milestones and goals.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes formulating and/or monitoring the execution of long-range detailed budget forecasts and plans to fund the implementation of substantive programs and projects. To include supporting budget analysts, cost analysts, trainee personnel in the accomplishment of command level budget/programs. As well, working knowledge of financial management methods, practices, procedures, regulations, policies, and processes.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of financial management methods, practices, procedures, regulations, policies, and processes.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Expert knowledge of sources of funds and of financial and cost guidelines, such as new or revised legislation, Resource Management Decisions (RMDs), Programming Decision Memoranda (PDMs), the POM process, and Program Budget Decisions (PBDs).
4. Detailed knowledge of missions, functions, goals, work processes, and sources of funding pertinent to PACAF programs/organizations. Ability to communicate effectively, both orally and in writing.
5. Expert skill in formulating, justifying, and/or analyzing requirements of financial programs and requirements. Ability to gather, assemble, and analyze data to prepare and defend financial estimates and program requirements, develop alternatives, funding requirements, and make recommendations to resolve financial/funding problems and provide policy and guidance.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program."
IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
