About the Position: Serves as Chief of the Financial Operations Branch with staff responsibility for the Fort McCoy Managerial Accounting Program, Risk Management Internal Control Program (RMIC), Vendor Pay Program, Customer Service Representative (CSR), Travel Card Program, and the Defense Travel System (DTS). Serves as liaison with higher headquarters in matters pertaining to implementation of new procedures for appropriated (direct or reimbursable) and direct-cite accounting policy.

Duties

Serves as liaison with higher headquarters in matters pertaining to implementation of new procedures for appropriated (direct or reimbursable) and direct-cite accounting policy. Analysis and evaluate all aspects of accounting, management control and risk management. Interpret policies and procedures generated by higher headquarters to include implications of immediate-and long-range management activities, plans, and decisions. Represent the command on Risk Management and Internal Controls (RMIC). Provides direction in the development and implementation of fiscal policies involving changes in installation operating policies, management plans, and programs. Oversee and support the daily activities of a work assigned to assist in carrying out the operations of the unit.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires a Financial Management Level 2 certification, failure to obtain the certification may be subject to adverse action.

Specialized Experience: One year of specialized experience which includes overseeing a multi-functional team responsible for the Risk Management and Internal Control Administration of the commanding units on accounting, financial, and managerial issues; overseeing business process to preclude fraud waste and abuse; enforcing audit compliance; developing recommendations and findings from staff action visits; implementation of internal control policies as it relates to budgetary and financial processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationFinancial Concepts, Policies, and PrinciplesFinancial Management SystemsPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
