About the Position: This position is with the United States Army Reserve Command G-8, United States Army Reserve Pay Management Division Reserve Military Pay Branch located at Fort McCoy, Wisconsin.

Duties

Serve as a Supervisory Military Pay Analyst on a Reserve Pay Branch (RMPB). Supervise a staff of military pay technicians by evaluating subordinates, making selections for non-supervisory positions, hearing and resolving grievances/complaints, and approving training. Develop personnel and work processes to enhance overall work operations. Conduct studies of military pay systems and associated processes to determine effectiveness. Coordinate with the Reserve Pay Manager and/or the Reserve Pay Analyst Branch on problems, work production, and recommended changes for improvement. Implement policies made at higher levels and provide administrative and technical guidance to staff. Interpret and apply laws, rules, regulations, and procedures applicable to current military pay processes and systems. Conduct continual analysis to determine compliance with established policies/procedures/laws/ and regulations. Advise on the legality of entitlements and collection actions to provide recommendations for policy on operational guidelines to serviced activities. Coordinate and provide Military Pay support to all levels of the United States Army Reserve (USAR) Troop Program Unit (TPU) and Individual Mobilization Augmentee (IMA) Soldiers. Provide technical advice to the Reserve Pay Manager, United States Army Reserve Command (USARC) finance personnel and unit Commanders and Administrators. Recommend systems improvements, and remain cognizant of day to day system changes. Participate on major studies or personally conduct studies of military pay systems and associated processes. Track trouble reports and Functional Descriptions (FD) concerning various segments of military pay systems moved into production.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires DoD Financial Management Certification Program level 2.
  • This position requires you to obtain and maintain a Secret clearance.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes providing technical guidance over a wide range of laws and regulations associated with military pay; researching inquires and complex military pay entitlements; advising on military pay systems, procedural processes, and laws that affect pay and financial entitlements for service members. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
